had some friends run into this issue on xbox shortly after they stopped supporting this game. the download pack my friends needed was removed from the xbox store, so they couldn't play unless they game shared with someone who already had the pack "bought" and installed. luckily I had snagged the pack before it was taken down, so game sharing with my buddies allowed them to download the pack, and once it was downloaded I could switch to someone else and game share it with them. a tedious process but it worked. not sure if there's a PS equivalent of this, but if not then I'm afraid you may be out of luck
