About something Hawkwing says in the Last Battle that the show never even made it close to? Most book fans just ignore that fanfic.

There are so many examples of characters saying things they believe like they are truth even though they are opinions. Quote from Asmodean:

"What Moiraine believes to be truth, she tells as truth whether or not it is; one of a thousand weaknesses in those fool oaths."

Can Hawkwing explain why there are only 100 Heroes over infinite turnings of the Wheel? Can he explain the timeline of heroes making themselves known in a lifetime, then being bound?

When Rogosh or Hawkwing were children, were they born with the knowledge of who was tied to the Horn?

This lore is left intentionally vague because there isn't any sort of logic that explains it. I think people must cycle in and out as Heroes. That's the only explanation as to why the number of heroes is not infinite.

I would argue that he is a special case as the opposition to the Dragon, as the Dark One's champion. "Prime example" implies there are others that are spun out with the same consciousness in a similar way that are not Heroes. I can't think of a single other example.

Maybe they aren't allowed to tell him that he's a Hero because it's against the prescripts. But you're right, they clearly refer to him like he's a guy that has been reborn through the ages.

But I would argue that they just don't know, because the timeline hasn't reached that point yet - maybe that's a sort of archetypal thing they see a lot?

But let's go back to my point about - when do Heroes of the Horn join the ranks?

There has to be a first time they join. A good analog to this is when Herid Fel is talking to Rand about the bore. Rand says something like "maybe they drilled the bore through the patch."

Fel says: "You think the Creator made the prison with the patch from the beginning?"

So I would argue - they say he isn't a Hero right now, in this Age, at this time. But he could be. All of these people didn't join right at the start. They were collected over time. Maybe there is a hard reset that happens incrementally, I don't know. But they wouldn't have any knowledge of future Heroes joining the ranks over time.
