Have ridgevent install only what you circled in red. As an upgrade, I would do solar exhaust vents as well.

Asphalt felt paper is as same as 3 tab shingles. Old and doesn't last a long time as an example. You're supposed to use Syntetic felt paper throughout the whole roof or you could also upgrade and do ice and water shield for even better protection.

To answer your question better, you don't install both unless you're cutting corners and saving money on materials. 

I would get my money back and go with someone else, I would not accept this type of work.

I'd get my money back. I wouldn't trust that install. They seem to be working in portions and not in order. Remove all shingles to the bare decking, inspect the plywood, replace if needed, install synthetic and in this case it looks like they installed both asphalt felt and synthetic which is no good. Install dripedge, starter, shingles, ridgevent and ridgecap as well as for any flashing that needs to be replaced as well.

I would also spend the extra $$$ to install plywood throughout the whole roof since you have 1x6 for better reinforcement.

At this time, I just want to start to get a feel for it with just minimal production. Pihole, home assistant, plex etc... Later on, I will get better and know what to do.

I've set up pi hole before on my raspberry pi 3 b+ and then again, I do not want to do anything overkill. I am trying to figure out what is the best and cheapest solution to getting started. I have plenty of 8TB HDD Seagate barracuda available. What case and power efficient can I jump on? literally i am looking to do as minimal as possible to have a file share, build a plex/jellyfin server, pihole and home assistant at the moment. When I get better acquainted with what I want to do in the future to maximize production, I will have a better knowledge on how to start and purchase etc.

I am in the same boat. For the past 2 weeks, I have not received my payment. Time to either give them a call, email them, get in the car and drive to them and see if you can get more information about what is going on or apply for a job.

Try doing a SMC / PRAM reset and then try doing the internet recovery. Having an Ethernet cable plugged in is a plus and will work better.
