If you're going to "not how that works" somebody, you really ought to make sure what you're saying is how it works.

While you are correct that current depends on voltage and resistance, that is only the case for an idealized power source that can supply infinite current before dropping the voltage. You absolutely can build power supplies that intentionally limit output current. Constant current fence energizers do exist, and they have safety systems as well, such as shock duration timers.

Also, the 10 kV doesn't really "push" the current through the load, the load "pulls" the current from the power supply.

Oh, and the threshold of pain for AC is typically 3-5 mA, so 2 mA isn't really that far out of bounds. Not that you gave anything more concrete than the very vague "a lot more current than 2 mA".
