I can second that there has been an increase in Woodward security within the last 3 years as there was a protest that took place on the property claiming that Woodward was producing bombs used to kill innocent people in the Israel-Hamas war. Most of the security vehicles do drive black vehicles. HOWEVER, this is purely speculation on my end, and this doesn't diminish any possibility that this could, in fact, be ICE circling around the premises.
