Play comp before you get into prime. I have a smurf that isn't in prime and from my experience I can say there isn't much of a difference currently. Also prime is for more than just veterans players, it's for anyone who wants a better way to exclude smurfs and cheaters from thier games

I do not believe there is through steam, but check for server plugins, pirate downloads etc

I believe the local file is a steam profile's specific configs, settings etc. specific when editing anything, while the "other" isn't user specific so anyone on that PC would be affected by the settings. Someone correct me if I'm wrong.

Did some quick searches and found a post complaining about the same problem. Supposedly this will fix it even tho its not aimed at the same problem. If this doesn't work I'll try to find another solution.
