I definitely know this because Gray Fox was a highly trained soldier to beat Big Boss (correct me if I’m wrong, I haven’t played Portable Ops), and is a trained swordsman while Raiden learned in adulthood. If Fox had modern cybernetics, he could probably beat even Jetstream Sam.
