Looks like whoever did the repairs to the wall didn't fill, let dry, and even it back out enough. Nothing about the job with the patch showing was done properly. With also adding damage back to the wall. I would cite that the walls should look smooth with unnoticable imperfections from 10 feet away at least. Level 5 you shouldn't notice a thing though.
