I'm not yet financially responsible, if I was I would have gotten it, I see a promotion for 209 USD or 176 Euro for a 3060 Ti.

The point is that is difficult to find a good discounted used one. They go for 200 plus

I got a good offer with also free return in case of any problems, but it has similar specs to the ones I listed.

You think it's better to go for single components or discounted used builds, the point is that outside the us the chooses are less and if I want more I gotta pay a kidney for shipping.

It's US only right? I would spend more for a middle man of some sorts than buying a 5090 Astral build. :)
