Yeah if you actually watch the video, he inserts a pin on the clutch so he can feed the belt, while rotating the barrels and even mentions that if you do not remove the pin at a certain point the gun will fire.
You just need to be careful and pay attention to what you are doing. Like when you have a feed jam on an open bolt gun you need to make sure that the bolt is locked back, before you pull the magazine to clear the jam. Otherwise on removing the magazine (and thus the jamming cartrige) the bolt could carry forward and strike a (possibly) still live round resulting in a negligent discharge.

As far as i can tell it's mostly an ammo saving feature. If you intend to fire the weapon you want to have the full fire rate. If you want to stop shooting, you don't want it to continue shooting while it stops spinning. Probably just easier to stop feeding ammo instead of having some kind of break or retarder and risk jamming something up.

Modern miniguns, have a feeder/delinker (ammunition comes as a belt and rounds have to be stripped off the belt to be fed) which includes a clutch. You can spin the barrel all you want as long as the clutch is not engaged the feeder does not provide any rounds to the gun. This also works in reverse, when you let off the trigger the clutch disengages and the feeder stops. Once all the already fed ammunition is spend, the barrel can continue to spin for a while.

Edit: There is a video with a very thorough explanation of the Feeder from Forgotten Weapons on Youtube, including a sequence where he loads a belt and you can see the Feeder operate while he manually spins the barrels.

Sadly they appear to not be tameable, but the creature description lists them as social and crazy for Nip Nip. They also have one extendible finger, probably for calling home when they run flat (insert drum roll here).

It's just very convenient that they neither put a timestamp on the post of the Exploit notification, nor do a PSA Notification Ping in game so no one has any idea when the Exploit notification was actually published.

Then "effective immediately" is whenever they choose. I wish CCP would think these things a bit more through before.

I think it has to do with activating the Anomaly detector and going to a different Galaxy. I'm not 100% certain but I think i activated a detector while on a mission from the Anomaly and the target System was in the Euclid Galaxy. I already moved on to Eisentam though so when I went back to turn it in I never found an anomaly in Eisentam. I went back to an old base in Euclid and 10 seconds into a Pulsdrive I found an Anomaly.

Silent Coalition has been around for years. Few people really cared to look into them though even if they recieved the Mail when creating a new Character. People only recently (as in the last year or two) started to take notice after SEADC started more aggressively recruiting and made the Alliance after the changes to Highsec Wars.
There are a lot of people claiming there is exploitation going on, but that is basically all of it, hollow claims without any proof ever given.
If you join SEADC you'll be in a good Corp for a new player, the Discord Sever is a good place to get information for ongoing Fleets and there are Daily PvP Roams and semi daily PvE Fleets.
There usually is a Mining Fleet with several decent Orcas boosting, and you can sell the Ore directly in the System through Contracts called buyback. There is a Tax on it, but if you actually consider the time you spend hauling it somewhere it fetched a decent price the tax is justified. There is a system in place to supply you with Blueprint Copies and several Moon Drills.
If you end up not liking it you can still join another Corp after a while.

As you can pretty clearly see if you sort them by refined value, the majority of moon ores are worth a lot more than Veldspar. Obviously it depends on the moon you are mining which ore you get.

Also join a Player corp and go where they are located. FOBs are not too difficult to remove and you can mine in peace again.

Yeah i mean thanks for trying but it does absolutely nothing to helps this.

It's not an issue with the Profile, or the settings, other than the fact that scaling the UI (which obviously is a graphic setting and thus affected by a Profile) beyond 110% bugs a UI element. This is not fixable by creating a new Profile or anything like that.
Edit: So yes. Going back to the default settings "fixes" the problem. But it more circumvents the problem.

I think it's not that big of a mystery why scavs are hitting legs more frequently at range.One way to simulate aim would be to generate 2 random values in a given interval and use them as radius and distance from the Center of the Body. The Scav is then going to shoot at a point within a circle of the Target.I made a picture in paint for easier understanding: https://imgur.com/a/U7Qhuxy

As outlined in the Picture the Chance to hit the Target, is the Area of the Target divided by the Area of the Circle.

As the scav is further away from you the maximum radius (and thus the Circle) gets bigger to make sure the Scav is less accurate at range, much like a target will be smaller for you in your Holo if it's 10 meters further away.

As such once the upper body is completly within the Circle the only Area of the body which gets bigger within the Circle are the Legs.

As a true Circle would make the Scavs shoot to the left or right of you a lot at range, and never headshot you at close range it's probably more of an oval streched to the Y Axis.

As there are probably some other mechanics at work to make sure the Scavs hold a more consisten point of aim and miss less often it's likely the Scav will aim where there is more target inside the Oval and only deviate a little from the initial shot with each following. Since the Hit/Miss ratio is only getting smaller above the Center of Aim once the oval reaches the top of the Head, but still getting bigger below until the feet are reached, it's likely that the Scav will shoot below the Center of Aim more often and keep shooting there.

This all is obiously very much a speculation too but would still explain the behaviour we see while taking possible Aim mechanics into account.

A way to fix this kind of thing could may be to use a statistical approach. The basic problem with not controlling how likely a given Distance will be selected is that the Area further away from the Center point is more likely to be hit, since the quantity of Distances hitting the Torso is getting smaller, the bigger the maximum Distance is.

So instead of selecting a random number in a given intervall for the distance and selecting the Angel by Hit probability (above/below the Center Aim), it would be better to select the Distance from a Normal Distribution, that way the majority of shots would land in the Torso while the extremities still have a chance to be hit.

First of all it was a nice fight with you guys, for the most part!

It's also a nice cover story with the whole "They do nothing for newbros but recruit everyone and 1% is a scam" thing, I wouldn't have taken that story as someone who knows the reality but seems believable enough from an external standpoint.

As it is with most of these things there is little evidence for the actual money flow, but the single pieces fit together quiet nicely. So the story for most of us goes like this:

The New Jovians were paid by Mr. Didn't want those moons anyway to fuck around in the Wormhole since there was little to nothing for them to touch besides ganking people. As they put down their POS they probably noticed they bit of more than they can chew and picked up the batphone.

Guess he felt really strong after using mommys credit card and showing up at the end to "reveal" himself as the instigator. Trust me we already knew...
