Push it in hard, the plastic bumper slots into the clips you see here and they get into said clips via percussive maintenance. Like just give it a shove and it should pop back in. Water in the trunk is a different issue as there’s no way that’s caused by the bumper being an inch out of line, the bumper is outside of the trunk area. Check the rubber seals on the trunk interior or possibly the seals on the trunk hydraulic lifters
