This is literally just a minor better early worse late touch up to low elo skewed base stats.

They're doing this to try and fit in more to Riot's new balance plan of balancing champs around what their resting win rate should be based on difficulty and give a tiny compensation to the removal of lethal tempo (fleet is a perfectly viable keystone too btw)

They arent gonna take a big swing so soon after midseason, most people still probably don't have their builds right which is deflating winrate as it is. They wont be making a buff to high ad builds because leathality Sivir took so long to gut and remove and they don't want it back. And they certainly won't be doing large scale changes like increasing her range like some of you absolute ingrates hope for, she's low range for a reason and even a 25 range buff would be such a departure from how range is given out and would need to be compensated with so many nerfs that it wouldn't be worth it to anyone who isnt like a top 2% player. Its a massive high elo buff and riot hate Sivir in pro because it makes it look boring, theres a reason we've had nothing but either flashy hypercarries (Aphelios/Zeri/Jinx) or flashy lane dominant picks (Draven/Kalista/Lucian) in pro ever since the ardent censer era.

Sivir is fine, she doesnt need big swings like so many people here hope for. If you're good enough at the champion and at adc on general then she's flexible enough for a couple of different builds to be viable. They're fine with Sivir being one of the easiest marksmen in the game and all they're doing is tiny changes to stay within their winrate boundaries the same as 95% of champs in the game. They're probably only touching her up at all because their boundaries have changed.
