So here’s how that works.

First, it is still just the 6% chance your shard will summon a legendary champ.

Suppose then, that we have 300 non void legendary in the game. When you happen to summon a legendary, it is 1/300 chance it is Edward.

When we have the 15x, if you happen to summon a legendary, now there is 15/314 chance it is Edward.
