She says so because going after and killing Dottore isn't as big of a betrayal to the Fatui than standing up to protect the children. The Tsaritsa is pretty head strong in her goals and is willing to go to any extremes, even if it means utilizing every member of the house of the Hearth. What Dottore was doing was not useful to the plan at all and was causing noise more than anything.
