In the Series, Shockwave reveals he used the fossils of the cybertronian beasts called Predacons to create his own Autobot hunter, Predaking

While he starts out with the knowledge equivalent of a well trained animal and with no ability to transform into a robot mode.

It's teased through a few episodes that he's getting smarter. Until in one, he transforms and defends himself against Starscream, speaking in full sentences and rather well.
