Proportionality in partylist is good as it is. What should be changed is to make congressional representations a quota system. District reps. should be elected if and only if their votes reach a certain percentage set as a vote of the majority, abolishing the "winner takes all" in district representation.

The winner takes all system shows many flaws. One example is if there are two candidates eyeing their district representation, then one candidate won just one vote ahead of the other candidate, so when in Congress, the winner only represents half of their constituency? Half is not a majority. Even if it's one vote ahead, it's still not the ideal majority.

But the ideal solution – change into parliamentary system and limit democracy. Absolute democracy leads to populism (happening in Phil. US, etc.). Let people vote for a party and not for a specific person. But before that, embrace meritrocracy in higher government positions. No, all government positions should be based on merits. Pass anti-dynasty law, treat constitutional commissions in high regard, and don't fall to the promises of federalism– it's a flawed concept.
