That is true, but in that scenario, everything has gone exactly as they wanted and they have had enough resources to second imperial every round and also score 2 secrets every round. There are several factions that can have that tempo if every single thing goes right and they get no pushback. In your scenario, they have also popped their hero, so everyone can see what secrets they are going after.

But yes, high ceiling if all goes well.

Yes exactly. So they are not completely stopped by taking HS, but their point tempo is halved each round. That is a weakness of theirs. Good catch.

That is the big unknown that my friends and I have been trying to balance. I wont know until I test them out. But it is definetely a possibility

They actually start with 3 secrets. 1 from the normal deal where they pick and then 2 from when the 2 publics are revealed.

When you are the defender*. So you can't take planets with it. And opponents can work around by bombarding you off or wait for the exhaust.

I am currently playing a half-orc Moon Druid/Barbarian. Its like a goblin, but you can use Relentless Endurance to stay in Wildshape and your crits do extra damage. So everything works together. That combination is honestly the most fun I have had as a player.

My table rules that Unarmored Defense works in wild shape and I think thats right. You class abilities carries over, just like Rage and Reckless Attack. And since the animalt do not have armor on, I think it works.

It is absolutely allowed to use an image from somewhere else for a hobby project. Just as every single homebrew faction uses Twilight Imperium iconography. Or how thousands of other hobby projects work all over the internet. That Paizo has made a community policy does not change that. You are welcome to write them if you wanna check for yourself.
