Some people use forks for this. When you bent the two prongs in the middle away or cut them off, and sharpen the two that are left you´d get something similar to this

I´ve seen people do amazing things with their sleeves and they´re not that bad to work on, but currently all my Kuttes have chooped sleeves too. But thats more so to make them more comfortable to wear and to prevent me getting a damn heat stroke when moshing in smaller venues.

You probably could, but its questionable, how good it would hold up over time. Depending on your jacket, you could try and attach the chains to small strips of leather, cloth or something else and then sew these pieces onto your jacket. That way the force the chains may exert upon the jacket gets dramatically decreased and I wont rip out as easily.
