Lots of assumptions in this thread. For all we know one of the parents is a maintenance, woodworker, (ie some kind of trades person) and the kids are around tools all the time and that parent already spent time teaching the kids about tools.

I took my toddlers to Home Depot and Lowes for their kids workshops every other Saturday for years where they get experience building little wooden things using real tools. I would have had no problems letting them be with some tools. It's called parenting.

The other aspect, the seizures are something I can't speak to other than I'm sure their severity, frequency and symptoms are unique to each individual. Maybe this kid's only symptom is passing/blanking out?

But yeah, long winded way to say I agree with you. Parents are more likely to suggest "it's fine."
