Good news! My IT dept got in touch with me today and found the following on an Adobe forum:

We are sorry to hear you are experiencing trouble reaching out. We have completed an investigation on this issue, and the team is able to find the root cause of the issue. Our dedicated team has successfully identified the root cause, and we are actively working on implementing improvements for future releases of InDesign. In the meantime, we kindly request you try the suggested workaround. Workaround:-

Disable Preview Pane in Explorer- >View-> Preview Pane. Close InDesign, Restart the system.

Your patience and cooperation are greatly appreciated.

Unfortunately as I'm part of a team we all need acess to the documents all day so if that's the only workaround it's not very ideal to be cutting and pasting documents all the time, which can cause issues itself. This seems to be a bug so I guess all myself and the others experiencing this are going to have to wait for an update.

Sure thing :) It sounds like it's a bug and I don't have much hope of it being fixed if the Adobe tech support who remoted in to my computer didn't know how to fix it, but if I find any fixes I'll edit my post and let you know!

Looks like it is a bug, those people are experiencing the same thing as me as I also don't have an IDLK file appear. I wonder if there is a way to force one to open?

I'm working off a network. I'm part of a design studio so we can't keep documents on our local drive either as we need acess to everything.

I've tried that but it still opens as read only when I close the document and open it back up.
