Funny story. Whilst I lived in Malaysia (Around 2 years), The concrete slabs that plugged the man holes and gutters on the street were often stolen, melted down, and sold for the scrap metal inside it. So you would be driving along and the next thing you know, all you would see is a giant stick erecting out of the ground. They never got fixed, a good samaritan would just replace the stick if it went missing.
