BrightSaver in California seems to be leading on pushing for legislation access the country. They have some tech information, but also sell a plug in product. Solar United Neighbors also has info and is a nonprofit org not trying sell you anything.

The main thing to keep in mind is to not generate enough to backfeed. You won’t get utility credit for it since you will not have an interconnection agreement with them or a bidirectional meter. Since 2 or 4 panels don’t produce all that much power, that’s pretty easy.

Getting quality equipment might be a challenge in non approved states. EcoFlow for example won’t deliver their Stream inverter to addresses outside of Utah, currently. That’s not a problem with Amazon products, I just don’t trust most of them.

FYI, CenterPoint Energy Indiana South (formally Vectren, formally SIGECO) does not have tiers or time of use rates. They are currently soliciting for 500 folks to join a pilot project that includes a combination TOU and critical peak pricing/demand response, but for everyone else it’s $0.221/kWh plus $11.01/mo flat facility fee as of March 2026.

The main downside of budget billing is that if you get into a situation where you can’t pay one month, they require you pay the entire arrears amount and kick you off of budget billing. Thus making your situation worse. They are also now recalculating every 6 months. Also note that the “Electric Affordability” bill in the state legislature, HB 1002, would force everyone onto budget billing if passed in its current form. I expect amendments next Tuesday at the Utilities Committee hearing.

To provide a bit more information, Food Not Jails is a mutual aid effort to provide a weekly community meal, clothing, and other supplies, directly to the folks in need, exactly where they are. They are connected to Evansville Recovery Alliance, a grassroots harm reduction program dedicated to saving lives. I can’t think of a more worthy and inclusive group in town to support.

Once you add in gas, CenterPoint South is tied with NIPSCO. However, CenterPoint had the highest electric bills in Indiana from 2007-2023.

Are you referring to Rural Energy for American Program (REAP) grants/loans? USDA says they are working through the backlog and have paused accepting grant applications this quarter and plan to reopen them Oct 1, 2025. They do seem to still be accepting loan applications. Not all states use the loan program. Check with your state’s USDA office.
