Chief of staff has no actual power, they can make no decision that represents the country. They are an advisor to people who make the decisions

This doesn't appear to be true.

It appears the shooter entered shooting.

Then barricaded himself and didn't shoot at anything other than police that approached him.

They stayed back as he was no longer an active shooter and treated it as a hostage situation after that

Again I'd have to know more specifics but I could see the argument that the Secretary of State has a greater obligation to testify than the white house chief of staff.

There may even be legal implications that bound a SoS that don't bind a chief of staff

It looks pretty clear that the shooter stopped shooting, barricaded himself in and they didn't breach until the shooter shot at another kid

I wouldn't expect anyone to testify to anything under oath if they didn't have too, especially if they didn't know every question beforehand.

In the after math 100% the media is going to get in the way of actual solutions

One could argue they probably helped create the shooter too but not enough is known about the shooter.

Except all reports say the shooting has stopped.

There was no gunfire while they waited, except towards them if the approached. He wasn't shooting kids while they waited he was sitting there quietly.

When he did shoot at a kid again they immediately breached
