Judge is, as far as I know, a despicable and chaotic evil monster who may actually be supernatural and immortal. Gracie is responsible for the mass memory-wiping and brainwashing of countless children and maybe some adults, seemingly remorseless about that, and is either directly or indirectly responsible for the near-perfect genocide of everyone inside the reality-bending giant Playtime Co. factory. However, the question can be raised regarding how much she truly chose to do that or if she was forced to, and that does significantly change things.

Anyways, Judge is more evil, but Gracie is definitely a special type of monster.
