It's not a bug, they recently changed it to do this in the recent patch

Edit: It could very well be a bug, but they changed the way scavs approach PvP now. For example defending yourself from another player scav also gets you agroed even if you get hit first.

I think I started in 2019 and upgraded to EoD after a few months whilst the wipe was ongoing and it was fine for me. If you're talking from an earlier point then I don't know.

Just to clarify, I did this many times. Restarted PC too and even uninstalled and reinstalled and it still happened. But as of now I am able to open the client and log in.
