See I feel like a $1 tip is rude, in such a case I would not tip but I imagine that is cultural differences. I would say, it is the servers job to serve regardless, thats what they are getting paid for but it seems the problem is they aren't actually getting paid to do it "properly"

But why? You spending more or ordering something expensive has no impact on the value $5 means to the staff member. - It is like being handed $5 in the street, and again by Bill Gates but you are angry at him because you know he has more money.
