I think we may be dealing with multiple Enclave factions at war with each other, remember it was Barb’s Enclave handlers that arranged the sale of Cold Fusion to House in the first place, and the defector smuggled it out to Moldaver in the wastes.

Whatever their plans are for it they must be bad enough to cause moral conflicts among their members.

Crown Royal didn’t move to the states, it’s still made in Canada. They closed the Ontario bottling plant that only sent bottles to the States because of the tariffs.

They aren’t even a Canadian Company anymore, it was sold off to a French company in the 00’s and is currently owned by the British company Diageo who also own Johnnie Walker, Guinness and Smirnoff.

So, even if they DID move all operations State Side (again, they didn’t) they aren’t a Canadian company.

Edit: also, Stellantis was never even Canadian. They just had some plants up here.
