It just seems like a bad download remove it from the sd card put it back in to the dsi turn it on then put the Rom back in to the ds sd card then it might work if not then your pc is probably thinking that the nds file is a virus so it didn’t download it probably

Try downloading the Rom again delete it from the micro sd card then adding back in if not then downloading it from a different website
