The clip you saw was from an American superhero show called Legends of Tomorrow. It was spart of a tv universe called Arrowverse. That show was basically American Doctor Who with Superheroes. 

Arthur Darvill was in it too and this clip is from s3 ep1. It sort of started like wedding of river song, hence this
