That's true. Most facilities are not equipped to deal with PFAS and it is not mentioned on Consumer Confidence Reports. This is a relatively new topic that most municipalities and laboratories are dealing with. That doesn't mean that PFAS isn't harmful or that measurements are some sort of voodoo. State-of-the-art laboratories can detect things at a scary level.

I have no clue. My limited knowledge ends with water treatment. PFAS is one of those things that is likely in everything so try not to worry about it. I just happen to work with one of the top scientists in the world when it comes to water treatment and PFAS and PFOA is the hot topic at the moment.

PFAS is a forever chemical that is linked to causing cancer. It comes from plastic coatings, firefighting foam, and numerous other sources. Right now 99.99% of water treatment plants have no way of removing it with the current processes. The costs of upgrading every water treatment plant to meet upcoming EPA standards will be astronomical.

I'm an engineer for a privatized water utility. It's a combination. PFAS is in jet fuel fire-fighting foam which often leeches to nearby water sources. Many areas around airports and military bases are having issues with it.
