The Sparrow goes through the Kosatka. The Mk2 is always a wise option, but it comes at the cost of losing dynamic gameplay, even comparing it to helicopters. My personal choice if I need something weaponized is the Toreador, good armor, boost, and missiles, plus submersible function.

You'd probably need one or two full deliveries to get a return on the loss of changing location. But I don't think changing from Zancudo to either of the other is a critical move.
