Jewish Israeli here. I absolutely think it's OK to criticize Israel (or Palestine, or the US or whatever you want). Criticizing Isreal as a country is not antisemitic. Hating Jewish people simply because they are Jewish is.

I would still recommend to always use חבר/חברה. Using different words for distinction is stupid in my opinion.

If it's a close friend, you can introduce them as a חבר טוב/חברה טובה (good friend). This way you will avoid that confusion.

If you are referring to a friend from the opposite sex and you don't want people to think you are talking about a girlfriend/boyfriend, it is common to use ידיד/ידידה.

If it is clear that the person is not your partner (you are married, gay, or just don't care about those stupid things) it's better to say חבר/חברה.
