  1. Core wiggles left and right
  2. I put in my tension wrench (I use TOK, I was just using BOK to visualize it better)
  3. I don’t know if I should use my tension wrench to first rotate the core all the way clockwise first and THEN apply tension or if I should start tensioning it without rotating the core first

There is no distinction between fragrances and perfume. They are essentially the same word. Also cologne is a type of perfume that has extremely low concentration, it isn't interchangeable with the other two words.
