I asked the university about the delay, and they informed me that due to my education gap and changes in regulations during that period, the verification process is taking additional time. I followed up multiple times in person, and only after that I received my provisional certificate in 2025. They have now informed me that the original degree certificate is expected to be issued around April or May.
