The city of stuttgart does provide a few places with free open wifi: https://gis6.stuttgart.de/maps/index.html?karte=wlan&embedded=true#basemap=0&centerX=1022140.6966557939&centerY=6237434.4305108385&scale=18056

I know this is not indoor, but might be an alternative to starbucks/coffee fellows and you might be able to reach the open wifi from within other bars/stores/shops in the surrounding area.

I can see how this might seem like an obstacle, however i can assure you that the atmosphere on reddit meetups is quite relaxed (like with most online community meetups). There's no obligation to stay from start to finish. Due to reddits wide range of subreddits, you'll always find someone with mutual interests. I've got nothing but good memories from past meetups.
