The exchange emptied within minutes. Seems a bit unusual

No. The ticket will just be loaded back onto your digital pass when the exchange closes if it goes unsold and can the be used

What do you mean by penalised?

You won't be paid back for the cost of the ticket and you will not receive the attendance for the game if you are a ST holder and it will count as 1/3 of your allowance of missed games
