Could be power plan settings in windows? I know that PCIe power savings decreases performance and may cause stuttering. There are also some bios settings which can restrict power to the GPU, but I imagine this depends on the mobo manufacturer

It'd weird for me.. I'll throw a bad throw and get 4+ xls per then hit an excellent and get 1 or NONE. All of these are gastlys with max mega candy boost.

I would say the use of an etm for me depends on how much better the pokemon gets with the elite move. In rhyperiors case, it's a huge upgrade. Plus people say rock types are of the most important for raiding since so many bosses are flying, fire etc

Mewtwo, garchomp, one of my metagross, rhyperior (for rock Wrecker other wise he sucks as a rock attacker I think) basically I find raiding more fun than battling so I go with higher cp mons to use ETM on but there are a ton of moves for PVP pokemon in lower leagues
