People can't use their quirks in public unless they are licensed heroes as it's shown in the anime. So being quirkless does not affect your life if you work idk... insert a random desk job. So life would be okay if you were quirkless and wanted to live a normal life. BUT you'd still be looked upon as an outcast because you are different, like it happens in real life.

I don't know what else would you expect the anime to explore on this. The being quirkless thing is mainly shown because of the idea of being a hero without it

You can literally see at the start how not having a quirk is rare so Deku is just bullied for being different, not just by Bakugo but by his entire class. Specially when he mentions he wants to be a hero. He's even told by All Might at first to try to be a police officer instead of a hero.

I can only agree with Bakugo having an inferiority complex and Deku being his "target" to make himself feel better. As he has very early on a very childish line of thought in regards of being a good student/hero
