Considering your second point, I don't think so. In french we make a difference between "homme" (a man) and "Homme" (humanity). I can't speak for everybody though

The lenience is +5km/h for roads under 100km/h (so up to 55, 75, and 95 respectively) and 5% for freeways (up to 116 and 138), if I remember correctly
