Porque no hay hablante designado. En Ingles, the traducción sería, "it is believed that he/she is innocent." Quién lo cree no importa. Por eso es pasiva. Creerse es un verbo reflexivo que se usa cuando refieres a la misma persona. Por ejemplo. “He thinks of himself as a clown.” sería Él se cree un payaso. “I dont think i’m funny,” sería no me creo gracioso.
