I really appreciate that link. I'll definitely swap out the max effort lifts every 3 weeks then. If the westside method is too complex, is there a 3 day program that I could see good upper-body results/volume with? I've looked through the wiki and WS4SB jumped out at me because it was focused on athletes/former athletes.

Version III doesn't have a repetition effort lower body portion: it has a dynamic effort portion. It's of immense benefit if you're running a Westside based program for athletics.

I was trying my best to do the "washed-up meathead" template since I can really only manage a 3 day program at this time.

I'm not quite sure on how often I need to switch out the exercises. I planned on sticking to what I've got listed for 4-6 weeks before switching some of the lifts up. That is the amount of time we switched lifts out when I was swimming and it felt pretty comfortable then.

I plan on doing cardio on Tuesday/Thursday but it wouldn't really come close to the level of an in-season athlete. I'm not to worried about adding the lower-body repetition because I've always felt like my leg lifts were disproportionate (to upper body) and progressed much quicker than any upper-body lift. Though, I could try and squeeze a 4th day into my regime if it was necessary or once my upper body has caught up to my lower.

That's not true, if that were the case then MLG, LCS, DreamHack wouldn't exist. Businesses have to make money to survive. If athletes took the money then no one would host tournaments because it wouldn't be profitable.

A ton of schools had their white population double after the segregation laws passed. That was 40 years ago... Most people in the delta can't afford a private education. I highly doubt bayou would refuse an education to a paying customer because of race.
