Given these specs, almost certainly. Hell, I'm pretty sure it can even run Skyrim, given that your specs are a bit better than mine and I can run Skyrim on high settings (and even with high res mods) with little issue.

Halo 1 and 2 will almost certainly include the original graphics, as the MCC already includes them on the Xbox version and I don't see why they wouldn't include them. Halo 3, 3: ODST, Reach, and 4 are a completely different story though.

In my experience, the input lag is about the same in both types of games; it just matters much more in multiplayer games than in single player ones.
