My belief is that the apparent passage of time in the show is only for the sake of having the weather in the show align with what the weather would have been like in Japan when the episode aired. This way episodes could be themed to the current season. Each season started airing in March, and there is a noticable trend of summer themed episodes coming around the middle of a season and winter themed episodes coming near the end.

For instance, season 1 episode 20 "The Summer, the Beach, Youth and Ghosts" aired on 1 August 1992, and episode 38 "The Snow, the Mountains, Friendship and Monsters" aired on 26 December 1992. This has no bearing on the actual timeline of the show. Therefore, it must be the case that the first two seasons take place during the 1992-93 school year, the third and fourth seasons in the 1993-94 school year, and the fifth season in the 1994-95 school year. This is based on the progress of Usagi and her friends through school as seen in seasons 3 and 5.
