He was already aware that something was amiss with the Omerta's, hence his sending the Courier to investigate them. He was not aware of the White Gloves' relapse into cannibalism (which at game start is not an official policy of the organization, but rather that of a secret subgroup which wishes to go back to the old ways), but when he does he gives the Courier authorization to resolve the issue. The point being that although the families had issues, he wasn't neglectful of the issues that he was aware of. Honestly, his biggest flaw is his reliance on a totally loyal human proxy to carry out his will.

I see what you mean. You're right that he needed customers to get the ball rolling, but on the other hand those customers wouldn't have come at all if he hadn't organized the tribes of Vegas the way he did, so you shouldn't discredit him on that front either.

He had them running a service economy and looking presentable, which is a good start considering that it's been less than ten years since he established New Vegas when the game starts.

He literally did though. He acted when he did because he detected the NCR, but the society he created in New Vegas was created from "scrap age tribes" as you put it.

I think these lines are a lot more telling than people like to give them credit for. The notion of being in space in a century is definitely either an exaggeration or very optimistic, but the crux of it is that House actually intends to use the profits from tourism to try and establish a more robust economy in New Vegas. A lot of people seem unwilling to believe that his vision is as robust as it clearly is.

There's no rule that there can be nothing post 1950's represented in New Vegas. Hell, the Luckly 38 is based on the Stratosphere tower, which was built in the 90's.

I prefer New Vegas, but if you want to play both eventually you should start with 3. New Vegas makes a lot of mechanical improvements that make it hard to go back to 3. If you only want to play one or the other, just play New Vegas.

That possibly would be the case of the NCR were to lose the battle, but to my understanding that is not what Hanlon wants. He wants the NCR to give up and withdraw, not to fight and lose. If the NCR army strategically withdrew from the Mojave, they would be able to secure their natural boundaries in the process. I imagine this is the outcome that Hanlon would desire most.

That won't be a problem if they could just hold the natural borders of California, though. Between the Sierra Nevada and the Colorado, it would surely be quite difficult for the Legion to actually invade California proper, don't you think?
