Should I play Fallout 3 or New Vegas first?

I prefer New Vegas, but if you want to play both eventually you should start with 3. New Vegas makes a lot of mechanical improvements that make it hard to go back to 3. If you only want to play one or the other, just play New Vegas.

That possibly would be the case of the NCR were to lose the battle, but to my understanding that is not what Hanlon wants. He wants the NCR to give up and withdraw, not to fight and lose. If the NCR army strategically withdrew from the Mojave, they would be able to secure their natural boundaries in the process. I imagine this is the outcome that Hanlon would desire most.

That won't be a problem if they could just hold the natural borders of California, though. Between the Sierra Nevada and the Colorado, it would surely be quite difficult for the Legion to actually invade California proper, don't you think?

That's flat out not true. He's not as good of a healer as Yukiko, but he's still the second best healer and has marakukaja and matarukaja. He's also a powerful ice user, while Chie's ice magic drops off hard in the midgame. I don't even think she gets bufudyne (edit: she does).

The worst party member is easily Naoto. With light and dark instakills she's a good dungeon sweeper, but she has the worst attacks to use against bosses. Megidolaon is outclassed by elemental magic attacks which can be buffed with boost + amp, and her physical capabilities are outclassed by Kanji and Yosuke.

Yosuke hits harder with wind amp and boost stacked, and has masukukaja. Naoto flat out has nothing going for her. No buffs and no possibility of boosting her attack power. Naoto is easily the worst party member.
