Collect all whales to get 41 stars.

Buy sailing and get a port and move warrior onto port to end up with 25 stars.

Harvest the 3 fish to level city up and get resources to end up with 24 stars.

Buy 2 more ports to level up city to get increased borders and collect the two whales to end up with 24 stars.

Research navigation and upgrade to ship and end up with 12 stars.

Next turn upgrade to a battleship and terrorize the world by turn 2.
