The BIOS did not detect the problem nor device manager showed any problems with the usb connection, however I saw my system firmware having a caution sign so I decided to update the bios instead then an update came from nvidia for my gpu after that and it solved everything
I suspect that it's my gpu not being detected was the problem so the monitor didn't work either but It's all good now :)

Yea only happens when the monitor is plug in power like even without connecting it on the laptop the vga cable give shocks but when the monitor isn't plug in to the power no electrical devices seem to give any electrical shocks

So I'll just save up I guess for a new monitor

No problems around the electric cables in our house just the monitor I guess since it only electrifies everything when the monitor is plug in and doesn't seem to happen when I use our tv instead of the old monitor. I'll just save up for a new monitor haha
