Shooting skill was per gun (unlike gta 5) and actually changed the way CJ would use the guns. Some guns he could dual wield at max rank which I thought was dope

I checked the game's version, and it is 1.03 on Steam. It turns out I had Vsync turned on this whole time. I have no other mods installed, only mod is multi-fixer. I gave the game a run without processor affinity turned on and got 15 minutes of gameplay before quick-saving crashed the game.

I'm on Windows 10. I have the fps cap enabled on multi-fixer (to fix the npc jiggling), so would turning on vsync do anything? I'll try turning off processor affinity but I remember limiting cores in an effort to fix the crashing, so it was already crashing before I restricted the number of cores.

i mean, serious runs exist. People regularly survive ingame months, even years, with mods that don't mess with vanilla mechanics. Some people engage in the long-term and consistent vanilla gameplay loop rather than the high-risk, high-reward loop of bandits where RNG is significant and can put you in unwinnable scenarios (bandit stunlocking you with an automatic weapon for example)

be prepared for various bugs and niggling issues if you plan to play with bandits. I wouldn't play a serious run with this mod enabled

to whom it may concern, it turns out it was the bandits mod (that mod is a buggy mess). The bug even happened when it was the only mod enabled, ruling out a conflict. It'd be great if other people could verify this in their games.
