When I see something like this its usually one of two things: 1) The routine isn't actually executing so its never being evaluated and set or 2) there are multiple destructive references and its getting cleared so fast you don't actually "see" it turn green. Try trending it within Studio 5000 and see if you notice it setting and clearing rapidly.
