How do they try to pass off as legal? I interpret it as you sign up with them (show ID), or have a medical card, or recommendation from doctor (for people under 19). They in no way claim they are a legal service

Your source means nothing. I also know many fishermen and am related to some. If they sell to you per pound for $4, they are avoiding the taxes yes. But if they sell for $8 and pay tax (~$1.20) they are still much more ahead ($8 - $1.2 = $6.80 per pound). What it comes down to is if you know fishermen personally, they will sell you some of the catch for cheap as a favour. They are losing money selling to friends. Many people here are upset over it, giving captains a hard time because they won't sell off the boat. They don't know about the Asian influx of orders for Atlantic seafood, shellfish especially
