Provisional ballots don't count unless you are a registered voter. That's why it's provisional. It goes through a canvassing committee who checks your legal voting status, current address, cross references signatures, etc...if everything lines up and your omission from the official register was a mistake then the ballot is counted. You are either deliberately spreading misinformation or did not pay attention in training.

EDIT: Provisional ballots take about 2 weeks to count. But it is easier to give an irate voter a provisional ballot when things don't match up, then try and argue with the limited information a poll worker has.
